DMC Appointment on the Planning Mediation Services Panel

DMC is delighted to announce that Craig Howell Williams QC has recently been appointed by the Government to serve on the DCLG’s Planning Mediation Services Panel.

The DCLG launched a programme last year to assist in bringing forward development sites, in particular by means of the use of mediation and re-negotiation of S106 obligations. The S106 Mediation/Renegotiation programme to assist stalled sites is funded by the DCLG in terms of payment for the necessary expertise (either mediation or other technical advice) and this is to be targeted at local authorities and developers with the aim of assisting them to reach mutually acceptable revisions to existing agreements. The programme is being project managed by HCA/ ATLAS. ATLAS will be responsible for initial scoping of the projects. Where it identifies a site with straight forward viability issues, these will be directed to the HCA Property Panel. On other more complex sites the services of a member of the Mediation Services Panel will be engaged. An initial brief will diagnose the issues and identify a mediation strategy, and a further brief will be for the appointed Mediator to lead the mediation process.

Craig is a CEDR Accredited Mediator, a member of the RICS Mediation Panel, a member of the Chartered Institute of Arbitrators and a member of the Delivery Programme Board assisting Leonora Rozee OBE in delivering the recommendations of her report on Mediation in Planning (2010).
